According to the author, the nomination of Bobby Ray Inman as Secretary of Defense has appeased the critics of the U.S. president, Bill Clinton, but the price may be very high. Inman was never known for straying from cold war orthodoxies. Inman. Inman will probably attempt procurement reform, but there is nothing in his record to suggest he supports a sensible downsizing of the military. His meteoric military career was as a lifetime intelligence professional who rose to become head or deputy chief of four intelligence agencies, the National Security Agency, the Central Intelligence Agency, the Defense Intelligence Agency and the Office of Naval Intelligence.
