The article comments on the effectiveness and morality of economic sanctions in the U.S. The effectiveness of sanctions seems a far easier question than the morality of them. In some instances, when there is substantial compliance with sanctions and they are maintained over an extended period, when the goals they promote are clear and manifestly valid in their own right, and when it is important to the governments against which they are applied to maintain or enhance their status in the international system, sanctions can have a transformative effect.
