If Cuban political leader Fidel Castro's radicalism succeeded, the U.S. Administration believed, Cuba promised to become a model for other Latin American revolutionaries and a bridgehead for Soviet subversion in the hemisphere. A major Soviet operational base and intelligence platform in the U.S.'s backyard was Washington's worst nightmare. U.S. President John F. Kennedy required little convincing about the need to act with similar dispatch. During the 1960 campaign, he had suggested that Castro's rise to power was a symbol of the U.S.'s decline under General Dwight D. Eisenhower.
