This article presents information about the human rights situation in Moscow, Russia. Russian President Boris Yeltsin's state-of-emergency decree calls for a total prohibition on meetings or rallies of any kind. It also allows personal or vehicle searches at the security forces' discretion; in some cases, work premises and homes may also be searched without warrants. Alexander Buzgalin, a democratic socialist intellectual notes that emergency police powers are being used to strike a blow against "crime' in the persons of refugees and traders from the Caucasus and southern Russia, who are not registered to live in Moscow.
