The article focuses on prevailing political conditions in the U.S. and around the world, as of November 1, 1993. The purpose of the Nobel Prize in economics seems not to be to foster innovative thinking about the world's economic woes but to reinforce market ideology. Toni Morrison won a Nobel Prize in literature and Robert Fogel in economics. Another development focuses on the feasibility of SWAT teams in the U.S. Despite their popular image as crook-busters and hostage rescuers, SWAT squads are still employed most often as political police. According to the Federal Bureau of Investigation Law Enforcement Bulletin, in 1989 81 percent of police departments surveyed said their SWAT teams used "surveillance" to gather information; 17 percent resorted to "infiltration of extremist groups."
