The article focuses on the political strategy adopted by the United States. No wonder most Americans think their tax dollars are wasted. But don't be fooled. This savings fever gripping the capital will result in the U.S. Congress cutting what it shouldn't and not what it should--namely the Pentagon budget. The Pentagon's capacity to find new ways to squander money is astounding. The Pentagon, said Senator Carl Levin, chairman of the Subcommittee on Oversight of Government Management, "gives lip service to reform without making fundamental changes in the way things are done."
