The article focuses on the political condition in Los Angeles, California as of May 1993. The mayoral election that commenced in April and culminates in June shows that the system has learned nothing from the rebellion. Tom Houston, formerly an aide to Mayor Tom Bradley, is campaigning against undocumented immigrants. All this, however, has been eclipsed by the civil rights trial in the beating of political activist Rodney King, and talk on the street has a lot less to do with whom people are voting for than with whether the verdict will produce the next explosion.
