This article analyzes actions of General Motors Corp. (GM) in attempting to close its Willow Run assembly plant in Ypsilanti, Michigan, despite promises to keep it operating in exchange for tax abatements. Judge Donald Shelton was ruling in the case of Ypsilanti v. General Motors as part of that town's effort to hold GM to its commitment to maintain operations in Ypsilanti. The case developed in the aftermath of GM's announcement in December 1991 that it planned to close twenty-one plants and eliminate 74,000 jobs in the next several years.
