Above the Poverty Line - But Poor

It is reported that U.S. President Bill Clinton's campaign proposals to reduce working poverty and end welfare dependency are directed at a worthy goal, but they will not succeed because they overlook millions of uncounted poor in the U.S. today. The failure to take account of these distressed Americans has not only reinforced false stereotypes of the poor but also resulted in misguided public policies to address their plight. Every year the U.S. Census Bureau announces the poverty figures for the nation. The bureau grossly understates the level of poverty by failing to count the Laniers; and 26 million others like them.
