The article focuses on the U.S. hostility towards Vietnam on the issue of prisoners of war (POW)/missing-in-action (MIA). In April 1991 the U.S. Administration handed Vietnam a two-year timetable for normalization of relations. An Examination of U.S. Policy Toward POW/MIAs, a 100-page pseudohistory alleging that Communist regimes have been retaining U.S. POWs since 1917, that 5,000 U.S. prisoners were abandoned in Indochina and that a vast Washington conspiracy has covered up the fact that some are still alive.
