Proceedings at the Robinson convention center in Little Rock turned out to be, well, conventional. Representatives of the political spectrum from center to center-right listed the U.S. economy's ills. Although the diagnoses were fairly accurate, the solutions proposed weren't up to the task. Economist James Tobin raised many eyebrows by suggesting the U.S. government spend an additional 1 percent of GNP or $60 billion, on physical and social investment over the next couple of years. To his credit, the U.S. President Bill Clinton stuck to his campaign analysis that the economy's ills are long-term and not a passing symptom of the business cycle.
