The article presents information on the United Nations role in world affairs. The end of the cold war offered the United Nations an opportunity to intervene in armed conflicts to an extent that the superpowers, which sponsored most such conflicts, would never have tolerated previously. Yet it seems plain that the means for effective intervention vary, depending on whether the purpose is making or keeping peace, delivering humanitarian aid or protecting human rights. In any given conflict it is essential that the U.N. be clear as to the purposes it is trying to serve and that it not pretend to cope with those that may be inconsistent.
