The article discusses the transport system in the U.S. with reference to a bill, the Intermodal Surface Transportation Efficiency Act. State by state, region by region, advocates and autophobes need to persuade officialdom to design the denser, more urban, more compact patterns of settlement that enable people to walk to work or take mass transit. Community planning bodies are now mandated to address issues of equity, open space, air quality and environment as they plot the path of transportation.
