Congress convened in January for a grand debate on the country's direction. The longest recession since the Great Depression provided the imperative, the disintegration of the former Soviet Union, the opportunity. Meanwhile, U.S. President George W. Bush, in his State of the Union Message, hailed changes in the world of "almost biblical proportion," but his budget was that of a nonbeliever. The Administration strategy is twofold. First, it will emphasize the cuts already being made. Before the demise of the former Soviet Union, the President outlined a six-year, 25 percent reduction in the military.
