A decade ago, on June 8, 1982, former U.S. President Ronald Reagan announced what he called a global campaign for democracy. In many respects, the Reagan crusade succeeded far better than he could have imagined. Communism is dead, but ethnic-linguistic nationalism and religious fundamentalism are very much alive, and their prospects when democratic choice is permitted are quite another matter. Reagan launched his "global campaign" in 1982 largely because of a parochial concern with developments in Central America.
