Oh! What a Lovely Drug War in Peru

The imperative to fight the drug war abroad has become a Washington constant. Military aid is already flowing to Colombia and to Bolivia, where $35 million and 112 Green Berets, Special Forces in the U.S. army, have gone to equip and train the Bolivian Army in infantry tactics to fight drugs. Peru's military receives no anti-drug money. On July 30 the U.S. Administration chose to overlook Peru's miserable record and signed the "positive determination" on human rights required by the 1990 International Narcotics Control Act. The idea is that Peru and the U.S. have more to lose than gain by paying too much attention to human rights when it comes to the drug war.
