The article presents information about various political developments taking place at the international level. According to a snippet, Russian President Mikhail Gorbachev won the 1990 Nobel Peace Prize, the disarray in his country was such that he apparently thought it wise not to travel to Oslo to accept it. And although he has brought his nation closer to democracy than it has ever been, he now stands accused depending on which Sovietologist one reads-of having moved too fast, causing the incipient breakup of Russia; moved too slow, causing violent unrest in the republics. According to another snippet, members of the Congressional intelligence committees went home at the end of last session believing that because they had passed the Intelligence Authorization Act, they had finally concluded a four-year effort to alter the conduct of covert action.
