The article reports on the budget proposals made by U.S. President George W. Bush. After two years, the U.S. turned from having a projected surplus to a deficit. Bush said that the deficit is due to the war that they did not want and a recession. He also said that his priorities are defending the nation and ending terrorism. Bush's 2004 budget includes a $2.2 trillion budget deficit. The budget for the military amounts to $400 billion which does not include the budget for the wars in Iraq and Afghanistan.
