The author comments on the issues concerning children's welfare in the U.S. It was proposed that there should be a $60.9 million cut from the funding of after-school programs and $42 million from substance-abuse treatment programs. In 1982, the U.S. Supreme Court declared child pornography unprotected by the First Amendment, with porn encompassing even clothed images of children if they are construed as arousing.
