Taxation for the general good

Although Americans traditionally grouse about taxes, poll after poll shows that millions of them are willing to put up with higher taxes to help house the homeless, fight drugs, improve education, clean up the environment and tackle many other problems. In few places is this more apparent than in Massachusetts. In the wake of Governor Michael Dukakis's presidential rout in 1988, the Bay State has endured a deepening political and economic crisis. Revenue has dropped 1.8 percent, the greatest decrease since at least 1959, and the state's bond rating is now the lowest in the country. An angry legislature blames the lame-duck Governor for budget shortfalls and repeatedly rejects tax packages from all directions.
