Mario Vargas Llosa, the Peruvian novelist turned presidential candidate, promises to transform his country's comatose economy into a shining example of the free-market revolution he sees sweeping Latin America. Backed by his conservative alliance, Vargas Llosa is the front-runner in Peru's April 8, 1990, presidential election. But while Vargas Liosa's passionate commitment to free-market principles is good news to the United States Administration, ideological compatibility will not translate into success in the war on drugs, which is the administration's principal obsession in Peru.
