The article focuses on the secret plan of the U.S. Immigration and Naturalization Service (INS) to deport Palestinians from the U.S. In January 1987, scores of INS, U.S. Federal Bureau of Investigation and police agents raided several homes in Los Angeles, California arresting six Palestinians. All were initially charged with supporting the Popular Front for the Liberation of Palestine, a Marxist wing of the Palestine Liberation Organization that has been associated with terrorism. They were shackled and held in maximum-security cells for two and a half weeks.
