The article focuses on the disclosure of electronic surveillance by the state police in November 1989 in Connecticut. The taping in Connecticut began in 1974. State police officials started recording virtually all calls in and out of thirteen barracks. Despite reservations expressed by individual state police officials and warnings from legal advisers, the surveillance increased markedly after 1983. The recording by police of a conference between an attorney and a client is obviously a violation of the basic constitutional right to counsel.
