The article focuses on the 2002 State of the Union address delivered by U.S. President George W. Bush. This address had been coined as the Axis of Evil speech—a phrase created by White House speechwriter David Frum. The writer was said to have been assigned by chief speechwriter Michael Gerson to come up with a justification for starting a war with Iraq. The author pointed out how this alarming task led Frum to create a speech that promised to handle Iraq, Iran and North Korea, causing renewed international tensions.
