The article focuses on the comments of U.S. President George W. Bush regarding the affirmative-action admissions policies of the University of Michigan. The President had commented that the policies were in fact a quota system. According to the author, the language used by the President and the dishonest characterizations of the university's processes aimed to point out that the college admissions committee observed quotas that would admit or exclude applicants based primarily on race, which in practice subverts attention to qualifications based on merit. The author noted that the university may seek a critical mass of students of color merely to ensure their participation in the classroom.
