In Washington, for the first time in years, there is harmony among all those involved in the long, war against Nicaragua. Procontra and anticontra forces have elected to bury the hatchet and embrace the bipartisan accord that will provide $4.5 million a month until February 1990. On April 13, 1989 the implementing legislation received overwhelming approval in both houses of Congress. Even Nicaragua appears, reluctantly, to have resigned itself to the accord. Sandinista leaders have condemned it for contradicting the Tesoro Beach agreement.
