In Salvador Time Waits for no One

The crisis that has gripped El Salvador for the past decade is reaching convulsive proportions as the country approaches its March 19 presidential election. At the same time, U.S. policy is at a dead end. At the military level, the objective was to contain and isolate the insurgent forces, the Farabundo Martí National Liberation Front (F.M.L.N.). By opening new theaters of operation, the F.M.L.N. has been expanding not only in geographical but in social terms. At the political level, the goal of the counterinsurgency project was to produce a government that would function as a legitimate representative of the people. Elections have been used in El Salvador as a means of legitimizing the counterinsurgency project.
