The author contends that lasting peace can only come in the divided Koreas by addressing North Korea's concerns about its survival. The government of U.S. President George W. Bush is in a better position to negotiate a new relationship with both Koreas to achieve this goal. A U.S. pledge not to obstruct North Korea's development can induce the latter to agree to a verifiable halt to its nuclear program and welcome back the United Nations inspectors. To push this scenario, progressives and the left should pressure the government.
