The author defends the preservation of the estate tax at the U.S. state and federal government. While U.S. states and localities are facing budget deficit and are forced to cut support for mental health, education and children's healthcare, U.S. President George W. Bush and his allies in Congress are seeking to protect multi-millionaires by permanently eliminating the federal estate tax. As in 1916, when federal income and estate tax were passed, today's estate tax sought to shift the burden from the vast majority of the poor to the miniscule number of wealthy individuals in U.S. states and localities.
