The article focuses on the U.S. Federal Bureau of Investigation (FBI). The author states that with depressing frequency the "Federal Bureau of Intimidation" lives up to its nickname. The FBI is now harassing a Afro-American agent, spying on anti-interventionist organizations and finding nothing amiss. Clearly the FBI of 1980s has not yet fully rejected its director J. Edgar Hoover's legacy of blatant bias and routine insensitivity to Afro-Americans. Early in his career Hoover destroyed social activist Marcus Garvey and his black-nationalist movement. He nearly succeeded in destroying the clergy Martin Luther King Jr. He dragged his heels on investigating civil rights violations.
