The article focuses on the issue concerning the public television station WQED and its second channel WQEX. The programs aired on WQEX since November 1997 are mentioned. A majority vote in the U.S. Federal Communications Commission (FCC) allowed WQED to open WQEX to commercial use and sell it to commercial broadcaster ShootingStar Inc. However, FCC Commissioner Michael Copps called the majority's action a violation of the public interest and an unprecedented breach of FCC policies. WQEX remained in the open market after ShootingStar failed to secure financing.
