The article focuses on the political status of Minnesota Senator Dean Barkley. Barkley, who was appointed by state governor Jesse Ventura to replace Senator Paul Wellstone, remains a true independent. He did his best to maximize his leverage while avoiding caucusing with either the Republicans and the Democrats. He took counsel from other independents such as James Jeffords and Lowell Weicker. He has been mostly a mild-mannered moderate and not a fiery populist like Ventura. Before he ends his term, he hopes to make a major statement on issues such as deregulation of the two-party duopoly, third-party access to debates and public financing of elections among others.
