The author argues against the decision of U.S. President George W. Bush to appoint Henry Kissinger as head of the September 11, 2001 terrorism investigation. He cites various incidents wherein Kissinger can be exposed as a liar and inept in diplomatic relations, including his role in overseeing the secret bombing of Cambodia in the 1960s. Bush and Vice President Dick Cheney appear to share Kissinger's obsession with secrecy. Separate lawsuits filed against Kissinger by the family of Chilean General Rene Schneider and by eleven Chilean human rights victims are discussed.
