The article reports on the relationship of African American voters and the Democratic Party in the U.S. African American voter turnout in 2002 was down from 1998 levels, but Republican victories were actually fueled by the higher turnout of white Republican base voters in those targeted districts where U.S. President George W. Bush campaigned for Republican candidates. The debate over the reasons for this slight decline has focused on insufficient party leadership as well as African American disaffection over the lack of attention by party leaders to African American concerns.
