Many news executives attribute the paucity of minority journalists to the dearth of qualified candidates. A 1978 Dow Jones Newspaper Fund survey revealed that minority journalism school graduates seeking daily newspaper jobs experienced unemployment rates more than twice as great as their white counterparts. The American Society of Newspaper Editors proposed reneging on its 1978 pledge that newsrooms would mirror the nation's racial composition by the year 2000. When the pledge was unanimously endorsed as "fair and obtainable," racial minorities constituted 4 percent of daily newspaper staffs and roughly 17 percent of the population.
