The article offers observations to revelations of a secret North Korean uranium enrichment program for the manufacture of nuclear weapons. If North Korea will use 1,000 refugees, they can produce large atomic bombs annually. The 1994 Framework Agreement that stopped North Korea's graphite nuclear reactor at Yongbyon was invalid. This agreement called upon the U.S. to declare publicly that it will not use nuclear weapons against the North.
