The article criticizes the governorship of New York under George Pataki. Pataki's campaign finance reform failed when he did not let a bill passed by the Democratic-controlled Assembly that mandated public financing of elections. He has spent reserves more than twice the rate of inflation during his second term. He refused to support legislation to refinance the state's bankrupt Superfund program to clean up toxic waste sites. He also appealed to a judge's ruling in a school equity lawsuit that would have ended shortchanging of schoolchildren on education funding while favoring the wealthy suburban districts of the whites.
