The article examines the decision by the Iraqi government to allow the United Nations to conduct an unconditional arms inspections in Iraq. It expresses dismay over the quality of debate on U.S. policy towards Iraq and the determination by the U.S. government to wage a pre-emptive war against Iraq. It criticizes U.S. President George W. Bush and some administration officials who endorse the use of force to achieve a regime change in Iraq. The response by the U.S. government on Iraq's decision is also explored.
