The article examines the implications of a planned transformation of the military forces of the U.S. According to the proposed military budget for 2003, spending will increase by $45 billion. Some of the additional funds will be used for the transformation effort, which will focus on the adoption of a capabilities-based approach that seems to be aimed at achieving permanent military supremacy. A document drawn by Pentagon in 1992 regarding defense planning called for efforts to preserve the sole-superpower status of the country.
