Aid--Let's Get Real

The article examines the provision of foreign aid to underdeveloped countries. The media coverage of a trip made by U.S. Treasury Department secretary Paul O'Neill and Irish rock musician Bono to Africa may not be enough to spur increases in the economic assistance being provided by the U.S. government. There is a need to replace the concept of aid by a common obligation to provide financial help to poor countries. Funds that aim to help achieve development goals, such as health, education and agricultural development, could be called international public investment instead of aid.
