The article focuses on the governmental stand on welfare benefits for children whose mothers are already on welfare. About 108,000 women in the United States have been denied welfare benefits for their children because of a family cap, which denies additional benefits to children while the mother is on welfare. Washington dispensed Aid to Families with Dependent Children benefits to families based on the number of children. With the passage of the welfare reform bill, now known as Temporary Assistance to Needy Families (TANF), states were given leeway to devise their own welfare distribution policies.
