The New York City Board of Education voted 7 to 0 to institute a citywide uniform policy in its 660 elementary schools. Proponents of uniforms, like U.S. President Bill Clinton and Mayor Rudolph Giuliani, claim they will produce cohesion, discipline, an atmosphere conducive to learning. However, according to some, uniform policy is a bad idea because skirts inhibit girls' freedom of movement on the playground and in gym, and even in just sitting on the floor to hear a story. They force girls to worry about protecting their private parts from view, are cold in the winter and they emphasize gender difference to no good purpose.
