The article focuses on the U.S. government policy of capital punishment. Among the major Western nations, the United States has for along while been alone in punishing murderers with some form of execution. Geographically, the popularity of executions seems extremely limited. Thirty-one U.S. states have used the death penalty in the past quarter-century, but six states account for two-thirds of the executions, and ten states account for 82 percent. Texas alone accounts for more than one-third. The death penalty seems to be a kind of gruesome flypaper that ambitious politicians get stuck on.
