The article discusses the plight of prisoners in the U.S. prison facility in Camp Bucca, Iraq, who have not been formerly charged with crimes. Iraqi Prime Minister Nuri Kamal al-Maliki and U.S. Secretary of State Condoleezza Rice are attempting to negotiate terms about whether the U.S. should have the right to exercise detentions in Iraq. Human rights activist Joseph Logan states that an amnesty may be reached for prisoners who have no access to legal counsel.
