New Orleans Redraws Its Color Line

The article discusses how white parishes in New Orleans, Louisiana are using zoning rules to push minorities away from reconstructed areas. African-Americans using U.S. housing vouchers have been harassed with Confederate flags to drive them out. The article describes the cases of residents who tried to use their vouchers in parishes such as Kenner and found they had to live in New Orleans. Critics claim that laws governing the vouchers are designed to keep minorities out of white enclaves.
