The article discusses how opposition to a U.S. trade agreement for Colombia has prevented its quick approval. U.S. President George W. Bush had supported the legislation, which was expected to be fast-tracked for a vote. Speaker of the House Nancy Pelosi delayed the vote on the agreement, which is opposed by labor and human rights activists. The author notes that several U.S. presidents have fast-tracked trade agreements for congressional approval.
