The article describes the growing homeless problem in New Orleans, Louisiana that has increased dramatically since the Hurricane Katrina crisis. The homeless are immigrants looking for work and natives who returned after the flooding to find rent increases and a lack of social services. This part of New Orleans contrasts with the business district which is being enhanced by new edifices such as the Trump International Hotel and Tower New Orleans.
