The Mexican Ambassador to the U.S., Jesus F. Reyes-Heroles, paid a visit to Austin, Texas, to meet with Governor George W. Bush, son of the former President of the U.S., past owner of the Texas Rangers baseball team and current ambassador of the great state of Texas. They met to discuss the state's plan, endorsed by the Governor, to construct a radioactive waste dump less than twenty miles from the Rio Grande, near the tiny West Texas town of Sierra Blanca. Although many have tried, no state has succeeded in opening a full-service radioactive waste dump since the U.S. Congress determined in 1980 that states must take responsibility for their own waste or enter into compacts under which one state takes responsibility for another's waste. Such compacts must be approved by the Congress.
