Tobacco scorecard

This article focuses on the efforts being made in the United States to control use of tobacco. Near the top of Congress's to-do list this year is the enactment of comprehensive tobacco-control legislation. There has already been wrangling about whether Congress will actually get to this dicey topic, with Senate majority leader warning the U.S. President Bill Clinton not to push too far and the President declaring this a priority in his State of the Union address. There will be plenty of chances for political opportunism to derail sound legislation. Many interested parties-including the President-see the tobacco bill, which will raise hundreds of billions of dollars in tax revenues and penalties, as a potential pot of gold.
