Offers a look at a diplomatic meeting between North Korea and the United States in which North Korea committed itself to abandoning nuclear proliferation and the U.S. agreed to discuss the subject of the provision of a light-water reactor. Lack of a treaty to solidify the agreements made between North Korea and the United States; Announcement of North Korea's official news service that the country will not dismantle its nuclear programs until the U.S. provides it with a light-water reactor; Claim that the U.S. will not provide nuclear technology to North Korean dictator Kim Jong Il; Report that the U.S. is not capable of waging a war against North Korea because it is overstretched in Iraq.
